Welcome to the convoluted history of the letter C, which has been subject to possibly the most pronunciation changes of any letter in the alphabet.

Let’s start with Pacific. The word comes to us from Latin through French. In Latin pacificus meant “peaceful” and would have been pronounced pah-kee-fee-koos. In Latin, C always has a hard K sound. The word was still used in the parts of Rome that would later become France as their language evolved into French.

In Old and Middle French, there was a tendency to take the hard Latin C and change it to a soft S sound if it came before what are called front vowels (mainly the ee and ay sounds). That happened to the first C in this word, which took on an S sound early in French. French scribes also had a tendency to take a hard C on the end of words and change it to a QUE. So in French, the word became pacifique, pronounced pah-see-feek.

From French, the word came into English in the 1500s. The first C kept its soft S sound. The English a that time wanted no part of the French QUE spelling and changed it back to a C, with a hard K sound. The word did get caught in the Great Vowel Shift, so instead of pah-see-feek we got pa-sih-fick.

Ocean originally comes from the Greek okeanus, which passed into Latin as oceanus (oh-kee-ah-noos). The word entered Old French as occean (oh-kee-ahn), which was transitioning to oh-see-ahn at time it was absorbed by English in the 1200s.

Like in French, English also has the tendency to lose hard C sounds in front of certain vowels. That happened to ocean, but in this case the hard C changed to a SH. (English changed a lot of hard sounds to CH and SH - its why the TION in caution is pronounced that way),
